Salvation is close. Quoting the agreement of the Group of Four, which met in Geneva on April 17, 2014, “A special OSCE Control Mission will play a crucial role in helping the Ukrainian government and the local population to use of all possible means, aimed at de-escalation of the conflict.”
Everyone agreed with this statement, but for ukrainians their habit was stronger than international commitments. As in the days of the notorious agreement “on the 21 of February” (still with Viktor Yanukovych, if anyone remembers), coming out of premises, where it was signed, the Kiev government has begun to violate this agreement selflessly. For example, right there in an adolescent aggressive manner was issued a ban for russian male citizens aged from 16 to 60 years to cross the border.
In general “The habit is God’s gift, it’s His tribute: To happiness it’s equal substitute”. Expanding the boundaries of all possible (and impossible), Alexander Turchinov continued to urge the military, who frankly do not want to fight against their own people, and Arseny Yatsenyuk has attended to collect a promises of borrowing funds from anyone: U.S., EU, Canada and others. It reached the point, that he reminded about 15 billion credit from Russia.
At other side they grinned, but encouragingly nodded: Putin gave a month to the ukrainian leaders to “clean the Augean stables” of own prejudices, and then he promised to introduce an advance payment as payment for gas.
Turned over the “hourglass” for the ukrainian economy, the President of the Russian Federation during the “direct line” however, quite peacefully expressed his opinion, that Ukraine must remain a unified state and admitted, that the Kremlin does not intend to use military force in the east and south-east of its neighbor. Anyway, for now…
All these Putin’s maxims look very contrast on the background of statements, as always did it “extremely concerned” americans: about the probability of tightening sanctions against its Geneva partner (Russia), and other “punishments of the heaven” which were prepared obstinate russian international community, on behalf of whom Washington got used to speak.
Returning to the agreements, we note, that for their implementation it is necessary, especially to reach agreement with the Security Service of Ukraine – for effective control over disarmament of “right sector” associated with it, with active actions of representatives of the OSCE and the south-east regions of Ukraine.
Disarmament of sides should be simultaneous and complete, with the opening of “caches” and reserves, otherwise the peace process is doomed to be ripped off.
These processes must institutionalize ukrainian illegal armed formations into social-political organizations up to their complete legalization. But all this will remain velleity if “Right Sector” and other radical organizations will succeed in preserving their arsenals, even partially.
The European Union and the United States fell into the trap, which they had set for themselves: they cannot financially help their protégés in Kiev, Oleksandr Turchynov and Arseniy Yatsenyuk, without violating its own laws − voters and taxpayers do not understand where and to whom directed, in general, not very significant funds and who will be responsible for that they will reach the addressee, that is, until the Ukrainian economy.
Another problem – question of external financing of Ukraine. It is understood that after the events of “hidden subsidies” of Ukrainian economy by Russia, which was carried out in recent years after the collapse of the USSR , practically and politically are difficult.
All above said is true if we abstract from the fact that help, which UN and USA plan to address to Ukraine (1bil. Each) will definitely be not enough for serious steps in social problem resolving, which happened after economy downfall. Dynamic of this downfall we can see by a big fall of hryvnia.
Its obviously, that Ukraine’s shifting on UN “balance”, which USA pushed on with “euro integration” of Kiev by signing “Association agreement”, is also experiencing difficulties. Germany supports new Kiev regime on the words, but is not rushing with real financing, and it’s behavior are the same for other UN countries.
We cannot consider promises of tens of millions of euros from individual countries substantial assistance: these funds is not enough for “ukrainian oligarchs” even for the maintenance of the National Guard, which should protect the “emperors” of Kiev as “Praetorians”.
In sum, boat of Ukraine’s pure love to Europe persistently breaks on hard everyday, i.e. financial matters.
In general, Ukraine, left alone with their social problems and their solution, sooner or later will lay on the neighboring countries, and primarily on Russia, which current ukrainian political elite hates the most: this is the irony of fate.
