This week Alushta hosted the dignitaries. Crimean and Federal officials, social activists, leading light in science, business tycoons, managers, CEO, councillors, heads, their deputies, chairmen, Vice presidents, theorists, practitioners, and many other important people gathered to discuss the development strategy of the Republic in the former boarding house “Yunost”, which is now proudly named the Park hotel “Porto Mare”.

While the cars came one after another, the organizers, like ghosts, were silently hovering on the floors, finishing the final preparations. The atmosphere was relaxed. The participants of the visiting session concluded each other in a warm embrace and conducted a casual small talk in the lobby and the smoking rooms, like we were at the award ceremony but not at a business conference.
And just deadly pale Valentin Demidov, the Minister of economic development of Crimea was far away in thought.

The session program was extensive. In two days it was necessary to discuss issues of strategic planning, the situation of industry and infrastructure of the Peninsula, its agriculture and tourism potential.
Finally all members gathered in the hall and took seats. Seemingly tired the head of the Republic Sergey Aksyonov opened the session with a brief. He was speaking without notes.
“Crimea is now in a special conditions – the shortage of electricity, difficulties with logistics. That is why any standard strategy, which is applicable in other subject of the Russian Federation, does not fit us. We have to calculate and predict all these moments; we have to identify the main areas where the state should invest at first for getting output rapidly. We have to brainstorm and find the right solution. This is within our team’s scope of abilities”, said the Crimean Prime Minister, outlining the main points of the majority of speakers in two minutes.
Generally, the speakers blamed on problems related to international sanctions, and noted the acute shortage of resources in the Crimea, both human and financial, but concrete proposals sounded precious few.

Against this background, special attention merits the speech of the Plenipotentiary Envoy of the Republic under the Russian President Georgy Muradov, who declared that the Crimean Federal district, which should be considered as a single economic unit, should have two plans of action: a strategy of management in the conditions of blockade and sanctions and the strategy of socioeconomic development in post-sanctions period.

Strategic plans of the Peninsula development must include the creation of a domestic industrial base and sustainable communication with the mainland. It is necessary at the state level to raise the issue of the consolidated entry to the Crimea of the Russian industrial and banking structures.
“These conditions are decisive for the integration of the Crimea with Russia. Otherwise, it is possible to talk about a policy of continuous state budgeting. It implies the Crimea has a special status, special rates and special strategy.
It is important to direct in this process all efforts – science, business, and financial institutions, which will start working together with the Crimean experts. We need two plans of action: strategy of a special control mode for the Crimean Federal district in the conditions of sanctions and blockade and the strategy post-sanctions development of Crimea. Otherwise we will balk a constant situational response, which would falter and break. Such a daunting task will not be completed by contractor who has been selected selectable and senseless for writing the strategy. We should not allow our work to become a ‘monkey work’”, said Muradov.

According one of the participants, the Moscow guest was very lucky that till his performance Sergey Aksyonov already left the meeting, otherwise a grand scandal wouldn’t be avoided. However, financial guru draw conclusions, realizing like the famous character from “the Twelve chairs” that “now they will hit him and maybe even kick” and hardly will try to repeat a similar feat.
Anyhow, the state system of checks and balances assume serious struggle of economic approaches and models of socioeconomic development of the Peninsula, which fate is inextricably cojoint with Russia. It is important to understand that the success or failure of this event will affect the whole country, and not a particular region or person. So it’s time to decide on priorities.
